Education Guarantee Scheme (EGS) and Alternative & Innovative Education (AIE)

It were  implemented by the Government of India in the 1990s to address the challenge of ensuring universal elementary education, especially in remote and backward areas.

Objectives of EGS & AIE

  • Universal Access to Education: Ensure that every child has access to primary education, particularly in rural, remote, and marginalized areas.
  • Bridge the Gap for Out-of-School Children: Provide educational opportunities for children who were either out of school or never enrolled in the formal education system.
  • Flexible Learning Systems: Introduce flexible, non-formal educational systems that cater to children’s needs and circumstances, especially in areas where regular schools were either unavailable or inaccessible.
  • Quality education to marginalized children: Its aims to provide quality education to marginalized children through innovative teaching methods and community engagement

Implementation Strategies of EGS & AIE

  • Location: EGCs were established in areas where regular schools were not available, especially in remote villages or locations with a low population density.
  • Teachers: Untrained local women and community members were employed as teachers. These teachers were given basic training to provide primary education.
  • Infrastructure: Instead of building permanent schools, temporary setups like community halls, Library etc. were used for teaching.
  • Alternative Learning Centers: For children who could not attend formal schools due to time constraints (e.g., working children, children of migrant workers), Non-Formal Education (NFE) centers were established.
  • Curriculum: These centers used a flexible and simplified curriculum that allowed children to learn at their own pace.
  • Community Involvement: Local communities were involved in identifying out-of-school children and mobilizing resources for setting up these centres.
  • Use of Technology: In certain areas, the introduction of radio, television, and later computer-based learning materials was incorporated as part of innovative education strategies.

Impact of EGS & AIE

Ø Formulation of other education initiatives like the Right to Education Act and Sarva Shiksha Abhiyan (SSA)
